Oversight
If anything, business has too much oversight. The CEO's push for profits tempts the employees to ignore laws fudge company reports etc.
The government has virtually no oversight at all. With that comes Halliburton's $600 bucket of nails. The lawyers in Congress and the Supreme Court have no checks and balances.
